If your Olympia house has long white baseboard heaters under the windows and a dial thermostat in every room, you already know two things: the heat is expensive, and it is never evenly distributed. The bathroom is arctic, the living room is fine, and the back bedroom has been unofficially closed since October.
Here is the honest math on replacing that system, what it costs in Thurston County in 2026, and what actually improves once it is gone.
Why electric baseboard is the most expensive heat in Washington
Electric resistance heat is 100% efficient at converting electricity to heat. That sounds great until you understand what a heat pump does: instead of making heat, it moves heat from outside air into the house. In Puget Sound's mild marine climate, a heat pump commonly delivers two to three units of heat for every unit of electricity it consumes.
That is the whole story. A heat pump typically cuts heating costs 30 to 50 percent compared with baseboard heat, in the same house, at the same thermostat setting.
Baseboard also has structural comfort problems no amount of new thermostats fixes:
- No air movement. Heat rises off the fin tube and stratifies. Ceilings warm, floors stay cold.
- No filtration. Nothing circulates, so nothing gets filtered.
- No cooling. Zero help in a Thurston County heat wave, which we now get most summers.
- Room-by-room guessing. Ten dials, ten different calibrations, none of them accurate.
Olympia's 17°F design temperature changes the sizing conversation
Washington's energy code lists Olympia at a 17°F winter outdoor design temperature — the coldest in Varsity's entire 45-city service area, and twelve degrees colder than Tacoma half an hour up I-5. Lacey, Tumwater and Yelm share that 17°F number.
That does not mean a heat pump is a bad idea here. It is still a mild marine climate and modern equipment holds full output well below freezing. What it means is that sizing has to be done for real. A Manual J load calculation weighing insulation, window area, ceiling height and layout is the only defensible way to pick equipment for an Olympia home, and it is included in every Varsity estimate at no extra cost. Anyone quoting off square footage alone is guessing on the coldest ground in our service area.
The two replacement paths
Ductless mini-splits — the usual answer for a baseboard home
Baseboard-heated houses almost never have ductwork. Retrofitting ducts into a finished 1940s South Capitol Victorian or a 1960s Eastside rambler is invasive, expensive, and eats closets. So ductless mini-splits are the default answer: an outdoor unit, refrigerant lines through a small wall penetration, and wall-mounted heads in the rooms that matter.
Each head is its own zone with its own thermostat. The back bedroom finally gets its own setting instead of its own blanket.
A ducted heat pump — when the house already has ducts
Some Olympia homes have baseboard heat and a forced-air path from an old furnace that was abandoned, or ducts serving part of the house. If that ductwork is intact and correctly sized, a ducted heat pump gives you invisible whole-home comfort with one thermostat. If the ducts are crushed, undersized, or 25 years of soggy crawl-space flex, they get priced honestly — duct repair or replacement runs $3,000 to $8,000 in standard markets, and pretending old ducts are fine is how installs go bad.

The rebate picture — and why Olympia is the easy case
Olympia is straightforward Puget Sound Energy territory for both electricity and natural gas. That matters, because rebates follow the meter, not the county line, and plenty of cities in our service area are on other utilities entirely.
Converting existing electric resistance heat — baseboard, wall heaters, ceiling cable — to a qualifying heat pump is the single cleanest rebate scenario PSE has. Up to $4,400 is available toward a qualifying heat pump when it replaces an existing electric or fossil-fuel system; the exact amount depends on what you are replacing and what you install. Programs change, so we confirm your current eligibility and handle the paperwork.
Two things worth saying plainly:
- The federal 25C tax credit ended December 31, 2025. No 2026 installation qualifies. If someone is still selling you on a $2,000 federal credit, they have not updated their script.
- From April 2, 2026, PSE rebates require a PSE-certified installer. Hire the wrong contractor and the rebate is simply forfeited. Varsity is a PSE Certified Contractor, which is a real differentiator now rather than a bullet point.

The comfort gains nobody puts on the estimate
The bill savings get the headline. These are what homeowners actually mention afterward:
- Air conditioning. Same equipment, reversed. A 90-degree August in Thurston County stops being a survival exercise.
- Even temperatures. Continuous low-speed operation holds a set point instead of swinging five degrees around it.
- Filtration and air movement. Mini-split heads filter the air they circulate. Baseboard circulates nothing.
- Quiet. Indoor heads commonly run 19 to 30 decibels — quieter than the refrigerator.
- Wall space back. No more furniture planning around a 6-foot heater.
The honest trade-offs
We would rather you hear these now than on installation day.
- Wall-mounted heads are visible. Slim and white, but visible. In a historic South Capitol or Bigelow home, placement takes real thought, and we walk every wall with you before anything is drilled.
- A one-head system will not heat a chopped-up floor plan. Closed doors block airflow. Bedrooms need their own zone or they stay cold — that is physics, not a sales upsell.
- Zone count drives price. Four zones costs meaningfully more than one. Sometimes the right call is heating the main living area well and leaving one seldom-used baseboard in a guest room.
- You may want the baseboards left in place. Many customers keep them wired as emergency backup for a year. That is a fine, cheap insurance policy.
What the process looks like
- In-home assessment. We measure, check insulation and electrical capacity, and run the load calculation against that 17°F design temperature.
- Written Good, Better, Best options. Zone layout, equipment tier, and the rebate path spelled out.
- Permit. Olympia and Thurston County both require a mechanical permit. We pull it every time, no exceptions.
- Installation. Most single-zone systems and most ducted replacements are done in one day. Larger multi-zone jobs run into a second.

Baseboard heat is not an emergency. It works, it is just expensive and uncomfortable — which means you have time to plan the replacement properly instead of panic-buying in January. Spring and early fall are the calmest windows for scheduling.
