Drive East Hill or West Hill in Kent and you'll see the same house over and over: brick or stone at the base, vertical wood siding above, a short driveway to a tuck-under garage, and a front door that opens onto a landing with stairs going both up and down. Kent built thousands of these split-levels and tri-levels between the mid-1960s and the mid-1980s, and they are some of the best heat pump candidates in the county — they almost all have ductwork.

They also share one stubborn comfort problem that no amount of new equipment alone will fix. Here's the honest version of both.

Why split-levels heat and cool unevenly

The equipment usually isn't the villain. The layout is.

Three half-floors, one air handler

A classic Kent split has a lower level (garage, utility room, family room or shop), a middle level (kitchen, living, dining), and an upper level (bedrooms and baths) — each offset by a half flight of stairs. The furnace or air handler lives in a lower-level closet or the garage wall. Supply ducts run out of that closet, through the crawl or the lower ceiling, and then up an interior chase to the bedrooms.

That means the upper level is the farthest thing from the blower, fed by the longest, most restricted duct runs, in the part of the house that heat naturally migrates toward. In January the bedrooms overheat while the family room stays cold. In July the bedrooms are the last place anyone wants to sleep.

One thermostat on the wrong level

Nearly every split-level in Kent has a single thermostat on the middle level, usually in the hallway by the stairs. That sensor sits in the most temperature-neutral spot in the house, so it satisfies quickly and shuts the system down while the levels above and below are still off target.

Return air is the real bottleneck

Supply ducts get all the attention. Returns are where split-levels fail. Many of these homes have one large central return on the middle level and nothing upstairs at all. Air can get to the bedrooms, but it has no easy path back, so the whole upper level pressurizes slightly and the airflow chokes.

This matters more with a heat pump than it did with a furnace. A furnace blasts 130°F air in short bursts. A heat pump delivers gentler air — closer to 95-105°F — for longer runtimes. That's what makes it efficient, and it's also what makes weak return air impossible to hide.

What a heat pump actually costs in a Kent split-level

Most split-levels land in the middle of the ducted range. What pushes a job toward the top is duct modification, a new return path to the upper level, a tight utility closet that forces a different cabinet configuration, or a top-tier variable-speed system. What keeps a job at the bottom is what a lot of these houses have: a reusable sheet metal trunk, a straightforward electrical panel, and easy outdoor access on the side yard.

The ductwork question, answered honestly

We get asked constantly whether a heat pump means all new ducts. In a Kent split-level, usually no.

What we check on the estimate:

  • Trunk size and condition. Original galvanized trunks in a dry crawl often outlive the equipment. Corroded metal in a wet crawl or crumbling old flex duct does not.
  • Total return area. This is the number that decides whether the upper level can ever be comfortable.
  • Static pressure. A quick measurement tells us whether the existing system is already fighting the ducts.
  • Sealing at the boots and seams. Cheap to fix during an install, expensive to ignore afterward.
  • Insulation in the crawl runs. Kent's damp crawl spaces are hard on duct insulation.

Often the answer is targeted work — one added return, a resized plenum, sealing at the boots — not a full replacement. If the ducts genuinely need to go, we say so on the estimate instead of discovering it mid-install. More on that decision at /ductwork.

Sizing matters more here, at 21°F

Washington's state energy code lists a 21°F winter design temperature for the Kent area. That's colder than Federal Way or Seattle at 24°F and warmer than Puyallup at 19°F — comfortably inside the range where a properly sized heat pump carries a split-level through the whole winter without leaning on backup heat.

But split-levels punish oversizing. Bigger is not better. An oversized system reaches the middle-level thermostat's setpoint fast, shuts off, and never runs long enough to move air to the levels the thermostat can't feel. You get the exact uneven-temperature complaint you were trying to solve, plus short cycling that wears out parts early.

That's why every estimate includes a real Manual J load calculation — room by room, accounting for the half-levels, the tuck-under garage, single-pane windows if they're still there, and how much of the lower level is below grade.

Rule of thumb for these houses: a variable-speed or two-stage heat pump beats a single-stage unit of the same size, because long low-speed runtimes are what actually mix air between three offset floors.

Where the outdoor unit goes

Split-level lots in Kent are usually narrow with a side yard between houses. That side pad is the natural spot — short line set, short electrical run, out of view from the street. Two things we watch:

  1. Bedroom windows. The upper level sits right above that side yard. We keep the unit off the wall below bedroom windows where the layout allows.
  2. Property lines and slope. East Hill and West Hill lots slope. The pad needs to be solid and level, with drainage away from the foundation, or the unit will settle and the defrost water will pool.

Kent requires a mechanical permit for this work, and a heat pump changeout that adds a disconnect typically needs an electrical permit too. We pull them on every job.

The upstairs fix, when ducts can't get there

Sometimes the chase to the bedrooms is simply too small, and opening walls to enlarge it isn't worth the cost or the drywall repair. In that case the honest answer is a hybrid approach: a ducted heat pump for the main and lower levels, plus one ductless mini-split head in the worst upstairs room. A single zone typically sits at the low end of the $8,000 to $14,000 ductless range, and it solves a problem that a larger outdoor unit never will.

We'd rather tell you that on the estimate than sell you a bigger system and hope.

Rebates: Kent is clean PSE territory

Unlike Tacoma, Seattle or Gig Harbor, Kent is straightforward Puget Sound Energy for both electricity and natural gas. That makes the rebate conversation simple: up to $4,400 toward a qualifying heat pump when it replaces an existing electric or fossil-fuel system, with the exact amount depending on the system you're replacing and the equipment you install. Baseboard-and-wall-heater splits converting to a heat pump are the classic case.

Two things to know. The federal 25C tax credit ended December 31, 2025 — no 2026 install qualifies. And since April 2, 2026, PSE rebates require a PSE-certified installer.
